Here it is!  We've uploaded the official WFP guidelines for conducting baseline assessments (also known as CFSVAs).   

The CFSVA is a unique tool designed to understand and describe the profiles of food-insecure and vulnerable households, identify the root causes of hunger, and analyze the risks and emerging vulnerabilities among populations in crisis-prone countries.

Measuring Food Security with Household Expenditure Surveys

This technical guidance from IFPRI (International Food Policy Research Institute) is an excellent resource for doing food security analysis using household budget data from sources such as the LSMS surveys.

The guidance uses STATA syntax for working examples but it can easily be applied to any statistical package including SPSS. You can download the guidance document (as a PDF) here:
